In 1880's Manotskov studied at the Petropavlovsk Agriculture Academy.
Career
In 1880’s, he wrote for the Moscow magazine "Budilnik". For his participation in the Narodnik movement, he was several times exiled to Arkhangelsk Governorate, Perm, Siberia.
Since 1890 he worked at the railroad, and then at the provincial zemstvo council in Perm. Participated in the founding of the Perm economic society in 1894. In 1895, he was sent to Arkhangelsk, Mezen, Pinega, Shenkursk of Arkhangelsk Governorate for the active public work.
Since 1905 Vladimir Ivanovich Manotskov lived in Moscow, worked as a chief editor of the newspaper "Rannee utro", and was published in other periodicals, such as "Russkoe slovo", "Slovo", and other.
