He graduated from the Philology Department of the Leningrad State Pedagogical Institute (1955).
He worked as a teacher in a village school, was called up for military service. On his return he worked in municipal educational institutions. In 1962 he became the youngest director of the school for working youth in Leningrad. He was an employee of scientific institute of the Academy of Pedagogical Sciences, he wrote a thesis on alternative provision of adults (1964-1966).
Since 1966 he professionally studied literature, cooperated with the magazine «Koster» and other publications. He participated in the creation of the youth magazine "Aurora", where he was the head of the journalistic department. Since 1969 he is a member of the Union of Soviet writers. He studied at the Higher Literary Courses in the seminar of V. Rozov (1979-1981). In 1989, following the results of the first alternative elections, he headed the Leningrad writers' organization. He stood for election to deputy of the Leningrad City Council (1990-1993), was chairman of the Commission on Glasnost. He participated in the creation of independent mass media: newspapers "Neva time" and "Leningrad literary man", magazines "Leningrad" and "Art of Leningrad", contributed to the birth of some new publishers.
Worked as editor-in-charge of the literary-dramatic and children's broadcasting of Petersburg Radio (1993-1995).
Recently, Arro is fascinated by a new genre - essays, documentary and biographical prose.
In 1991, together with the chairman of the Union of Writers of Sweden, Peter Kurman, addressed to writers living on the shores of the Baltic Sea with the proposal to recover together on a journey by ship. Next year the project was done: more than 300 writers from ten countries first met together. The result of the meeting was the International Writers' House, which was soon opened on the island of Gotland, an anthology released in Stockholm, and the establishment of a permanent Congress.

Arro Konstantin Kuzmich was born into Estonian family of peasant farmers, who lived near Narva - worked in multi-copy newspapers, in the «Leningradskaya Pravda». Father was called up for military service from besieged Leningrad in February 1942, and died in March during the formation of the Estonian part in the town of Kamyshlov.
She was a native from Gomel, graduated from Leningrad Library College of N. Krupskaya, was the head of the factory library.
Marina Efimova is a poet, writer, book critic and journalist of Radio «Liberty».
Younger brother of the writer Ernst died during stronghold in 1942.
