Mr. Volokh graduated from the Khabarovsk Institute of Railway Engineers (1971).
Since 1971 he worked as deputy head of the station on the Trans-Baikal Railway.
From 1972 to 1998 he served on officer posts in the Armed Forces of the USSR and the Russian Federation.
