Mr. Volokh graduated from the Khabarovsk Institute of Railway Engineers (1971).
Since 1971 he worked as deputy head of the station on the Trans-Baikal Railway.
From 1972 to 1998 he served on officer posts in the Armed Forces of the USSR and the Russian Federation.
In 1998 he was transferred to the diplomatic service and appointed advisor to the Russian embassy in Sweden.
