Walter Rosenblum was born on October 1, 1919, in New York, United States.
Walter Rosenblum attended the College of the City of New York. He joined New York City's Photo League in 1937. Walter Rosenblum studied with Lewis Hine and Paul Strand (1939).
Rosenblum's photographs were first published by Ralph Steiner in the newspaper PM, and in 1939 he worked as an assistant to Life photographer Eliot Elisofon. A staff photographer with the Agricultural Adjustment Administration in 1942, Walter Rosenblum became a professor in the Art Department at Brooklyn College, New York, in 1947. Walter Rosenblum was also a professor at the Yale Summer School of Music and Art, New Haven, Connecticut (1952-1978), and an adjunct instructor at New York City's Cooper Union (1949-1959).

An active member of the Photo League from 1937 to 1952, Walter Rosenblum served variously as its executive secretary, vice-president, and president (1941), he was chairman of the exhibition committee and edited Photo Notes. Walter Rosenblum has also served on the board of directors of Photographers Forum since 1952 and was a founding member of SPE in 1962.
