The position no longer exists. He was a veteran of the United States Navy serving in World World War World War II He was not related to former United States. President Warren G. Harding of Ohio. In 1950, he was elected Treasurer of Dallas County and served in that position until 1977.
In 1977, upon the death of Jesse James he was appointed by Governor Dolph Briscoe to the position of state treasurer.
Harding was elected to a full four-year term in 1978 and served as state treasurer until 1983. He was succeeded by fellow Democrat Ann Richards.
Harding died April 2, 2005, in Dallas, Texas, and is interred at the Texas State Cemetery in Austin.
