Professor Kuo received his Doctor of Philosophy degree in engineering in 1980 from Kansas State University and Bachelor of Science degree in nuclear engineering in 1972 from National Tsing-Hua University in Taiwan.

Before joining CityU, he was University Distinguished Professor and Dean of Engineering at the University of Tennessee. He is Fellow of the American Society for Quality (American Society for Quality), Institute of Electrical and Electronics Engineers (Institute of Electrical and Electronics Engineers), Institute for Operations Research and the Management Sciences ( Institute for Operations Research and the Management Sciences), American Statistical Association (American Statistical Association), and Institute of Industrial Engineers (Institute of International Education).

Professor Kuo is elected a Foreign Member of the Chinese Academy of Engineering.
