Hung Wei-kuo graduated from the law department of the National Institute of China in Wusong, Shanghai, in 1916.
Hung Wei-kuo joined the Shenyang Government as chief of the military tribunal in 1919. In 1920 he was appointed general secretary to the Tutung of Charhar. Mr. Hung became a director of the administrative affairs department of the Government of Charhar in 1921. Since 1924 he served as a chief secretary to the Tutung of Jehol.
In 1920 Mr. Hung became a director of the Bureau of Industry, Jehol. He held the post of a counsellor to the Ministry of War, Peking, from 1926. Hung Wei-kuo was a director of mines of the board of industry, in 1927. Later he was appointed superintendent of customs at Sharihaikwan. Mr. Hung also acted as a Chang Lu salt commissioner, Tianjin, Hebei, since 1930.
