Welwyn graduated from the University of Western Ontario with her B.S. in 1970.
Welwyn worked as a teacher, assistant head of mathematics at South Secondary School, London, Ontario, Canada from 1970 to 1977. She is a past refugee coordinator of Amnesty International and former researcher at Girls’ Group Home of London. She is a treasurer and member of the steering committee at London Children’s Literature Round Table.
Welwyn's books were named Book of the Year Runner-up from the Canadian Library Association and were Ruth Schwartz Award Finalists. She received the International Children’s Fiction Prize, Max and Greta Ebel Award, and was Governor-General’s Award Finalist and Trillium Award Finalist, all 1987, and selected one of School Library Journal's Best Books and a Pick of the List from the American Bookseller, both 1988, all for "False Face". Katz received Governor-General’s Award in 1988 for "The Third Magic" and Young Adult Honour Book Award from the Canadian Library Association in 1996 for "Out of the Dark".
She has been a member of Writers’ Union of Canada, Canadian Society of Children’s Authors, Illustrators and Performers.
Welwyn married Albert N. Katz in 1973, but they separated in 1989. She has a child, Meredith Allison.
