William Wray Carney was born on June 24, 1950, in Oakville, Ontario, Canada. He is the son of Gilbert Thomas and Doris (Parker) Carney.
William Carney attended Trent University where he received a Bachelor of Arts degree with honors in 1973.
William Carney built a successful career in media and public relations. His work in public relations was primarily in the public sector in Alberta and Saskatchewan. From 1988 till 1998, he worked as a communications manager at Capital Health. Then in 1998, he joined the Government of Saskatchewan as a сommunications director.
Getting enough knowledge in his sphere, he published his book, In the News: The Practice of Media Relations in Canada, in 2002. It is a step-by-step guide to promote the issues to the nation at large or to reach small, targeted groups. This book is packed with information on approaching the media, developing and maintaining a relationship with it, handling interviews, analyzing the success of message delivery, lodging complaints, and a whole lot more in between. Two revised editions of this book were published in 2008 and 2019.
His other book is Fundamentals of Public Relations and Marketing Communications in Canada (2015) cowritten with other editors. It is a guide for those who want to know more about public relations. It also outlines the practice in Canada concisely with great cases and examples.
Carney also showed himself in education. He taught at the University of Regina as a sessional instructor in public relations, Concordia University College of Alberta (now Concordia University of Edmonton) as an adjunct professor teaching risk communications, and the University of Alberta.
Now semi-retired, he maintains a private practice in Regina.
Willia Carney is known as a specialist with more than forty years of experience in communications, education, and media. For his merits in his professional fields, he has been honored with prizes and is considered to be an authority figure in his field. In 2009, the Canadian Public Relations Society presented him with the Award of Attainment. In 2015, he received the Lamp of Service from the same society.
