William Hammond was born on January 1, 1943, in California, United States. He is a son of Paul Chester and Mary Ethel (Champieux) Hammond.
William Hammond studied at the Catholic University of America where he received a Bachelor of Arts degree in 1967, a Master of Arts degree in 1969 and a Doctor of Philosophy degree in 1973.
William Hammond started his career as a lecturer at the University of Maryland in 1971. In 1972 he started to work as a civilian for the United States Army Center of Military History for almost forty years, becoming Chief of the General Histories Branch. Hammond also worked as a lecturer at Trinity Washington University from 1972 to 1974. In 2010 he left his post of a Chief of the General Histories Branch. He currently serves as a Senior Lecturer in University Honors at the University of Maryland, College Park, where since 1990 he has taught courses on the Vietnam War and the Military and the News Media in American history.
William Hammond published his first book, Public Affairs: The Media and the Military, 1962-1968, in 1988. In 1996, he published Public Affairs: The Military and the Media, 1968–1973. This two-volume series about the military and the media during Vietnam was released as a condensed version in 1998, titled Reporting Vietnam: Media and the Military at War.
