He was born around 1585 in England.
Appearing first as an actor in records of 1609, he was a prominent member of the acting company known successively as the Duke of York's Men and Prince Charles's Men until about 1623, when he transferred to the King's Men.
He died in February 1626. Rowley's specialty seems to have been the acting of fat comic characters. Apparently his acting skill and flair for comedy recommended him to dramatists as a collaborator, for his assisting hand has been found or suspected in nearly a score of plays and masques.
His one important unaided play was a gory tragedy, All's Lost by Lust (c. 1620).
