William Franklin Shughart II was born on December 3, 1947 in Harrisburg, Pennsylvania, United States; the son of William Franklin and Mary Lucille Shughart.
Shughart received his Bachelor of Arts in Economics from Texas Agricultural and Mechanical University in College Station in 1969. He then earned his Master of Science in Economics from Texas Agricultural and Mechanical University in 1970. In 1978, Shughart received his Doctor of Philosophy in Economics from the same university.
William F. Shughart II served for the U.S. Navy as petty officer 3rd class during 1971-1974.
He then began his career as a systems analyst at the Center for Naval Analyses in 1973-1974. From 1978 to 1979 he was a visiting lecturer in economics at the University of Arizona, Tucson.
Further, he worked at the Federal Trade Commission in Washington, D.C. as an economist from 1979 to 1982 and as a special assistant to the director during 1982-1983.
Shughart also taught at Clemson University in 1983-1985, George Mason University from 1985 to 1988, and the University of Mississippi from 1988.
Since 2004, he has been president of Oxford (Mississippi) Economics, Inc.
Currently, Shughart is Research Director and Senior Fellow at The Independent Institute, the J. Fish Smith Professor in Public Choice in the Jon M. Huntsman School of Business at Utah State University.
In addition, Shughart is Editor-in-Chief of "Public Choice" and his books include "Taxing Choice: The Predatory Politics of Fiscal Discrimination"; "The Elgar Companion to Public Choice"; "The Organization of Industry"; "Antitrust Policy and Interest-Group Politics"; "Modern Managerial Economics"; "Policy Challenges and Political Responses: Public Choice Perspectives on the Post-9/11 World"; "The Political Economy of the New Deal"; "The Causes and Consequences of Antitrust"; "The Economics of Budget Deficits"; and "The Oxford Handbook of Managerial Economics".
A contributor to numerous other books, Shughart is the author of more than 100 articles for scholarly journals and his popular articles have also appeared in the Wall Street Journal, Los Angeles Times, Oklahoman, San Francisco Chronicle, Investor’s Business Daily, San Jose Mercury News, Philadelphia Inquirer, San Francisco Examiner, Kansas City Star, Pittsburgh Post-Gazette, Washington Times, Detroit Free Press, Clarion-Ledger, Vision Hispana, National Post, Providence Journal, and many other publications.

William F. Shughart II has been a member of Public Choice Society, Western Economic Association, American Economic Association, Omicron Delta Epsilon, and Phi Kappa Phi. He was also a member of board of trustees of the Southern Economic Association during 1996-1998 and was an associate of the American Political Science Association.
Shughart married Hilary Celia Kauffman on December 29, 1986. They have two children: William Franklin III and Frank Jefferson.
