Cathedral has been the place in which I have chiefly delighted to worship, and materials for writing the history alike of the See and of the Cathedral were contained within the Cathedral walls. Something surely might be done, and ought to be done, with those materials by one who had the opportunity and the leisure. In fact, the history of every Cathedral Church, every Monastic House, every Parish ought to be written if possible. Each is not only interesting in itself, but if properly handled may be made more or less a valuable contribution to the general history of the country. The general historian has not time or opportimity, noris it consistent with the scope of his work, to gather up in detail the annals of particular places. Yet in no way can the general condition of the country in past ages be brought more vividly home to our imderstanding and imagination than by finding out what our forefathers said and did in those very places where we now dwell, what sort of men they were, in what kind of buildings they lived or worshipped. The way in which the local historian most commonly seems to fail is that he is either utterly ignorant of the general history of his country or else is so much absorbed in his own Uttle sphere as to forget it. On 31 August 1869 he married Charlotte Jane Hook, the youngest daughter of Walter Farquhar Hook, the dean of Chichester.
He was educated at Balliol College, Oxford and graduated in 1862.
Ordained in 1865, he began his career with a curacy in Staines. In 1866 he became the curate of Purley, Berkshire. On the recommendation of the dean of Chichester in 1870, he became Vicar of Mid Lavant, a Lecturer at Chichester Theological College and Rector of Woolbeding Then in 1895 he was elevated to the Deanery at Winchester, a post he held until his death.
Stephens was known for his philanthropy, spending his own money to have the church at Mid Lavant restored.
He provided funds for the rebuilding of the chancel at Woolbeding and contributed to the repairs of the roof at Winchester Cathedral. He also spent a lot of time showing visitors around the cathedral and explaining its" history.
In 1895 he was recognised for his interest in history when he was elected Federal Security Agency. In 1902 Stephens attended a mayoral banquet, in Winchester, where he consumed some oysters. Unfortunately the beds, in Emsworth where the oysters were sourced, had been contaminated with raw sewage.
Consequently many of the guests, including Stephens, contracted food poisoning.
His death in Winchester deanery, on 22 December 1902, about six weeks after the banquet, was attributed to eating Emsworth oysters. He was buried in the graveyard of Winchester Cathedral on 27 December 1902.
