Fleming, William Bowyer was born on April 3, 1845 in Woodford Company, Kentucky, United States. Son of William Bowyer and Agnita C. (Van De Graff) Fleming.


Centre College, Kentucky. Matriculated at Yale. Bachelor of Arts, University of Toronto, 1865, Master of Arts, 1866.

Studied law State University of Kentucky, Lexington, Kentucky. University of Göttingen and Berlin.


Began practice in Kentucky, 1870. Represented State of Kentucky in noted Lottery Case, 1892. Member Kentucky House of Representatives, 1880-1882.

Democratic presidential elector-at-large, Kentucky, 1884. Justice United States Court of New Mexico, 1885-1886. Member Board of Aldermen, Louisville, Kentucky, 1886-1888.

Railroad commissioner, State of Kentucky, 1888-1892. Law officer, United States Treasury Department, 1893-1896. Appointed foreign trade adviser, State Department, Washington, October 1, 1913.
