Designed many public buildings, including Philippine General Hospital, University of Philippines, Manila Hotel.
Planned the restoration of the old city walls and moats of Manila as public parks, and established standards of public architecture which have been generally followed. Resigned, 1914, and associated in practice with East. H. Bennett.
Firm under the name of East. H. Bennett & William East. Parsons; member Bennett, Parsons & Frost, since 1922.
