Kennard, William Jeffers was born on September 26, 1906 in Havana, Cuba. Son of Wm. Jeffers and Mary Elizabeth (Rutherford) Kennard.

Commissioned First lieutenant, Medical Corps, United States Army, 1930, advanced through grades to brigadier general, United States Air Force, 1952. Intern Walter Reed General Hospital, Washington, 1930-1931, resident internal medicine, 1931-1932. Student Army Medical School, 1932-1933.
