William Joseph Rothwell was born on December 17, 1951, in Springfield, Illinois, United States. He is a son of Robert Wood Rothwell and Delores Jean (Bachstein) Rothwell.
In 1974, William received a Bachelor of Arts degree in English with high honors from Illinois State University in Normal. Later, in 1976, he attained a Master of Arts degree in English from the University of Illinois at Urbana–Champaign.
In 1982, Rothwell got his M.A.B.A. degree from Sangamon State University (present-day the University of Illinois at Springfield) with a concentration in Human Resource Management. Then, he continued his studies at the University of Illinois at Urbana–Champaign, graduating with a Doctor of Philosophy degree in Training and Development in 1985.
In 1979, William was appointed a staff development specialist at Illinois Personnel Department in Springfield. Also, the same year, in 1979, he began working as a special services officer and training director at Illinois Office of the Auditor General in Springfield, a position he held till 1987. During the period from 1983 till 1985, Rothwell lectured at Sangamon State University (present-day the University of Illinois at Springfield).
Between 1987 and 1988, Rothwell acted as a senior associate at "R&К Consultants". Also, in 1987, he was appointed an assistant vice-president and director of management development at Franklin Life Insurance Co., Springfield, the posts he held till 1993, when he began working as an Associate Professor of Human Resource Development at Pennsylvania State University in University Park. He continued to hold the position until 1997, when he was appointed a Professor of Human Resource Development at the same educational establishment. Also, since 1993, William has been serving as a President of Rothwell & Associates Inc., an independent consulting firm, that focuses on critical issues in Human Resource Development and Management.
During the period from 1994 till 1995, Rothwell served as a program chairman at Total Quality Council of Central Pennsylvania. In 1996, he held a post of a chairperson of training advisory committee at Pennsylvania Power and Light.
Throughout his career, William held a research in Succession Planning, Organization Development and Instructional Design. He created a model on Succession Planning, that is used for training professionals. Also, Rothwell studied, how succession issues could be examined for knowledge workers. Moreover, he collaborated with Peking University on the research on Leadership Development through Training and Development. The research focused on four large organizations, including ABB Group, BenQ, Lenovo and Motorola.
William also works as a consultant to business, industry, government and nonprofit organizations. Among his clients are AccuWeather, the American Red Cross, the American Society for Training and Development, Atotech, CARE, Ford Motor Company and others.
Rothwell authored, co-authored and edited many books, book chapters and articles. Also, he edited the International Journal of Training and Development and other global publications for many years.
Currently, William holds a post of a Professor of Workforce Education and Development in the Department of Learning and Performance Systems at Pennsylvania State University. He is responsible for administering a Master and a Doctoral program in Training and Development/Human Resources. Also, he serves as a President of Rothwell & Associates Inc.
