Excerpt from the Introduction: Given the potential destructiveness of nuclear war, conventional war, and revolutionary subconventional war - each terrible in its own way - the failure of international law and organization and of collective security is a grim fact indeed. War in all of its contemporary forms is sufficiently destructive to warrant the exhaustion of all reasonable hopes of avoiding it. But, when those hopes are exhausted and the probability of war stretches out before us from the present to the distant future, there comes a point where the responsible person recognizes that the first priority problem in a war system is not the elimination of war but its limitation and containment. That is the perspective of this book.
