Parks, Wythe Marchant was born on September 8, 1856 in Norfolk, Virginia, United States. Son of of John W. and Victoria P.
Educated at Norwood, Virginia, and at Norfolk Academy.
Appointed assistant engineer United States Navy, May 8, 1877. Promoted through grades to rear admiral, February 13, 1913. Made Arctic cruise on United States Ship Alliance, 1881, search of the Jeannette.
Served in Miantonomoh during Spanish-American War. Was fleet engineer Pacific Squadron on Flagship Iowa. Bureau of Steam Engineering, Navy Department, 1901-1908.
