Xiaobing Lee was born on February 5, 1954, in Beijing, China. He is a son of petroleum engineers Wei-ying Li, and Xiao-yi Li, maiden name Zhang.
In 1978-1982, Xiaobing Li attended Nankai University and earned a Bachelor of Arts in history. In 1983-1991, he attended Carnegie Mellon University and earned a Master of Arts in history in 1985 and a Doctor of Philosophy in history in 1991.
In 1991-1993, Xiaobing Li worked as an assistant professor of history and director of Asian studies at Phillips University. He joined the faculty at the University of Central Oklahoma in 1993 and became an associate director of Western Pacific Institute, working as an assistant professor in 1993-1998. In 1996, Li became an adjunct professor of Asian studies. In 1998-2002, he was an associate professor, becoming a professor of history in 2002. Li served as the chair of the Department of History and Geography in 2009-2014. Li's expertise in history allows him to write books on historical and war themes.
