Yagi Yoshinobu became probational employee of Home Ministry and thereafter served as chief of various sections of Ibaraki, Gumma and Niigata Prefectural governments and director of Police Department of Shimane Prefectural Government, director of Economic Department of Nagano Prefectural Government and director of Economic, Police and Home Affairs governments of Kanagawa Prefectural Government. Appointed Governor of Mie Prefecture and director of Shikoku District Economic Stabilization Bureau and later assumed the above-captioned post.
