Yakov Georgievich Gololobov was born to a noble family.
He graduated from the Voronezh gymnasium, spent more than 2 years with an educational purpose abroad.
He started his service in the Korotoyak uyezd police department (1871). Participated in the noble and zemstvo elections. In the 1890's he lived in Yekaterinoslav, where he served in the provincial government, was a city official. Gololobov was engaged in journalistic activities.
Also he participated in the XIII-th archaeological congress (Ekaterinoslav, 1905). Member of the III-th State Duma. In 1912-1915 the Poltava vice-governor, the Volyn governor, the Yenisei governor (December 1915 - March 1917). According to L.M. Savelova, he was shot by the Bolsheviks.
