Yamaoka Juntaro was born in 1866 Ishikawa Prefecture of Japan.
Yamaoka Juntaro began his career with the Ministry of Communications. After finding favor with Tokugoro Nakabashi, his department chief, they both joined Osaka Shosen Kaisha (OSK Line) to become the main actor of the country in transport service.
Later he was the vice-president and the director of Japan Electric Power Company (1914) and of Osaka Housing and Ujigawa Electric companies. He was the director of Osaka Chamber of Commerce (1917), then the president of Kansai University.
