Yasuo Tsunematsu was was born on March 18, 1899 in Ota, Japan. He was a grandson of Takematsu Ryukei.
In 1922 Yasuo Tsunematsu graduated from Literature Department of Keio University. He also spend some time studying in Europe.
After graduation Yasuo Tsunematsu was a professor at Keio University, then he became chairman of Shimane Prefectural Assembly. But in 1951Tsunematsu was elected as the governor of Shimane Prefecture. At the same time he held additional post of director of Zenkoku Shakai Fukushikai Rengokai (National League of Social Welfare Associations).
