1915 graduate Moscow University.
From 1915 did research and taught at Moscow University, Moscow Institute of Oriental Studies and Higher Diplomatic School of USSR Ministry of Foreign Affairs, etc. Included in Soviet deleg at many international conferences. 1929 expert at Paris Conference of Aviation Law.
1945 adviser, USSR delcg to United Nations Preparatory Commission (London). 1945-1946 consultant expert at London and Paris sessions of Council of Foreign Min. 1956-1961 Soviet representative on various UNESCO commissions.
From 1957 member, Permanent Chamber, Court of Arbitrations. From 1959 chairman, Commission on Legal Problems of Interplanetary Space, USSR Academy of Sciences. Wrote 13 books, 16 pamphlets and more than 200 articles published in 12 world languages, including the first Soviet textbooks on international law.
