January 1919 appointed governor-general, Northern Oblast by anti-Soviet government of Northern Oblast. Then Minister of War, above government. From July 1919, with evacuation of British Expeditionary Corps from Arkhangelsk, commanded Whites’ Northern Front and refused to evacuate his forces.
Began assault on Vologda and won a series of victories on the River Onega and along the Northern Railroad. February 1920, under pressure from Soviet troops, shipped out of Arkhangelsk with the remnants of his force. Settled in Paris; from 1920's deputy head, Russian General Soldiers’ League.
After Joint State Political Administration kidnapped General Kutepov, head of the League, in January 1930, Miller became head of the League. 22 November 1937 kidnapped, like Kutepov, by People's Commissariat of Internal Affairs agents in Paris. Further fate unknown.
