Background
Mr. Yu Ying-vong was born Shaoxing, Chekiang province, in 1877.

He was a graduate of the National University of Law and Politics.
Served for a number of years as Chief of the Shanghai Distract Court, and then he was appointed first associate magistrate of the International Mixed Court of Shanghai in 1915. Besides holding his post in the Mixed Court, Mr. Yu was an advisor to the Military and Civil Governor of Chekiang and Kiangsu, advisor to the Defence Commissioner of Shanghai.
He was a wearer of a decoration from the King of Italy. He also received the highest gold medal from the Ministry of Justice, Beijing.
