Yoshio Kusumi was born in 1905 in Kobe City.
Yoshio Kusumi entered Agriculture & Forestry Ministry and served at Aomori Regional Forestry Office. He became private secretary to Minister of Agriculture & Forestry (1937) and thereafter held various important posts in Agriculture & Forestry Ministry and Industrial Department of the Government or Manchoukuo, ultimately becoming Vice-Minister of Agriculture & Forestry. He retired from government service and became member of House of Councilors (1947). Yoshio Kusumi was reelected to the same House (1953).
Yoshio Kusumi went to USA to study agricultural law and legislation there and held various additional posts including those of director of Toho Bussan Kaisha (Toho & Company or Toho Product Company) and Kyokuto Bussan Kaisha, president of Nihon Daizu Kyokai (Japan Soybean Association) and chairman of Standing Committee for Agriculture & Forestry of House of Councilors.
