He graduated from Law Course of Junior College Department, Chuo University in 1929. He passed Administration Section of Higher Civil Service Examination in 1928.
He became chief of Guidance Section of Takuhoku (North Japan Development) Bureau of Overseas Affairs Ministry and chief of Young Men's Section of Manuchurian Office of Greater East Asia Ministry (1942), Consul General at Kaifeng (1943), director of Educational and Public Welfare departments of Niigata Prefecture (1946) and director of Home Affair s Department of Saitama Prefecture (1947).
He was reelected Governor of Saitama Prefecture (1951) and went to U.S.A. to inspect local administrative system. Also he was a governor of Saitama Prefecture.
He served successively as chief of Shrines & Temples, Military Affairs and Social Affairs Sections of Saga Prefecture, chief of Agricultural Section of Kumamoto Prefecture, chief of General Affairs Section of Gumma Prefecture and secretary of overseas affairs.
