He graduated from the military law faculty of the Military Institute (1988).
Career
In 1988-2005 he served on prosecutorial and investigative posts in the military prosecutor's office. Since 2005 he was the deputy head of the Personnel Department of the General Prosecutor's Office of the Russian Federation, since 2006 deputy director of the Civil Service and Personnel Department of the Ministry of Justice of the Russian Federation.
Since 2.6.2007 he was the Deputy Director of the Federal Registration Service - Deputy Chief State Registrar of the Russian Federation. Deputy Head of the Federal Agency for the State Border Construction, current State Counselor of the Russian Federation of the 2nd class (13.12.2007). On 29.9.2008 he was appointed Deputy Head of the Federal Agency for the State Border Construction.
