He graduated from the Moscow Suvorov Military School , the Odessa Higher Military School of Artillery (1981), Higher Courses of Military Counterintelligence of the KGB of the USSR (1981), еру Saint Petersburg University of Ministry of Internal Affairs of Russian Federation (1997) majoring in jurisprudence, the North-West Academy of Public Administration.
Since 1983 he served in the Public Security Authorities. In 1994 he was transferred to the Central Internal Affairs Directorate of St. Petersburg and the Leningrad Region as the Deputy Chief of the Central Internal Affairs Directorate of St. Petersburg, later he became the Deputy Head of the Department for Licensing and Authorization of the Main Directorate of Internal Affairs of St. Petersburg and the Leningrad Region. Since January, 2006 became the Head of the Office of the Federal Migration Service of St. Petersburg and the Leningrad region. On 28th of January, 2009 was appointed Deputy Director of the Federal Migration Service.
He is married and has two children.
