Worked as salesclerk and blacksmith. 1903 after 2nd Russian Social-Democratic Workers’ Party Congress joined Bolsheviks. Party work in Saint St. Petersburg, Kazan’ and Khar’kov.
Took part in 1905-1907 Revol in Kazan’. 1905 deleg at 1st Russian Social-Democratic Workers’ Party Conference in Tammerfors. June 1906 arrested and after teo years’ imprisonment sentenced to exile in Irkusk Province.
1908, en route to exile, fled abroad. 1909-1917 lived in Geneva and Paris. Member, French Socialist Party.
Active in French trade-union movement. Sided with Bolshcvik-reconciliationists. During World War 1 took internationalist stand.
June 1917 returned to Russia. July 1917 at 3rd All-Russian Trade-Union Conference elected secretary, All-Russian Centr Trade-Union Council. December 1917 expelled from Russian Social-Democratic Workers ’Party (Bolsheviks) forcriticizingParty policy.
1918-1919 headed group of Social-Democrat internationalists. December 1919 re-admitted to Russian Communist Party (Bolsheviks) together with this group. 1918-1921 exec secretary, Textile Workers, Then Railroad Workers Unions.
Chairman, Moscow Trade-Union Council. During trade-union controversy supported Lenin’s stand. 1921-1937 secrgen, Trade-Union International (Profintem).
1937-1939 director, State Literature Publ House. 1939-1946 Union of the Soviet Socialist Republics Deputy Minister of Foreign Affairs. 1941-1948 also deputy head, then head, Soviet-Information Bureau.
At 15th- 17th Party Congresses elected candidate member, and at 18th Congress elected member, Central Committee, All-Union Communist Party (Bolsheviks). Attended 2nd-7th Communist International Congresses and elected member, Communist International Executive Committee. From 1939 lectured on historical science
1940-1949 head Chair of History of International Relations and Union of the Soviet Socialist Republics Foreign Policy, Higher Party School, Central Committee, CPSLI. Presidium member, Communist Academy. Professor, Moscow University.
Member, All-Russian and Union of the Soviet Socialist Republics Centr Committee. Deputy, Union of the Soviet Socialist Republics Supreme Soviet of 1st and 2nd convocation. Arrested by State Security organs.
