Akikatsu Manabe appointed Castellan of Osaka Castle (1837), then in turn the Kyoto Shoshidai (official in charge of police and other important affairs) and Roju (Minister) . In this capacity he was sent to Kyoto by order of Tmro (Prime Minister) Naosuke Ii (1858) to obtain the Imperial sanction for opening ports to foreigners, in the course of which he arrested scores of loyalists, including Mikisaburo Rai, and sent them to Edo. However, he failed in his mission and resigned under protest (1859). Three years later Akikatsu Manabe was placed under house arrest.
