In his time his clan was burdened by heavy debts totaling more than 5,000,000 ryo. Narioki introduced an extremely rigid financial policy, picked Shozaemon Chosho for the task of putting the clan finance in order, encouraged industrial enterprises and monopolized the sale of sugar. His policy reaped results. It was largely due to him that the Satsuma Clan possessed a strong army and navy toward the end of the Tokugawa regime.
