Aleksandr Nikolaevich was born on September 6, 1937.
In 1955, Aleksandr Nikolaevich entered the MAI at the Faculty of Economics. In 1960, Aleksandr graduated with honors from the Engineering and Economics Department of the Moscow Aviation Institute. He left to work at the department "Organization of computer processing of economic information". 2 years after the graduation from the institute, Aleksandr Nikolaevich entered postgraduate education, and two years later – in 1965 – defended his thesis (preliminarily).
Despite the fact that in 1966 was only a year of his membership in a party, Aleksandr Nikolaevich was elected assistant secretary of the party’s department bureau, and a year later, he became assistant secretary of the party committee of the institute and then chairperson of the local committee (trade union committee) of the MAI. In 1970, Aleksandr Nikolaevich was elected the head of the department "Organization of computer processing of economic information", he becomes the youngest department head in the history of the MAI.
In March 1979, on the recommendation of the Minister of Education of the Russian Soviet Federative Socialist Republic, academician Obraztsov I.F., Aleksandr Nikolaevich was invited to the State Planning Committee of the RSFSR for the post of head of the department of higher educational institutions and technical schools. Since 1982, he served as head of the consolidated department of science and technology of the State Planning Committee of the RSFSR. In 1984, a new high career advancement follows: to the State Planning Committee of the USSR for the post of head of the department for education, culture and health protection. In 1988, Aleksandr Nikolaevich becomes vice-chairman of the State Planning Committee of the USSR, oversees the development of education, culture and health in the Union republics.
In 1991, after the transformation of the State Planning Committee into the Ministry of Economy and Forecasting of the USSR, Aleksandr Nikolaevich was appointed first deputy minister. After the collapse of the USSR and the emergence of a market economy, he returned to work in the MAI. However, in 1993, he again returned to the civil service. At the behest of the Minister of Economy of Russia, Lobov O.I., he becomes the first deputy minister. After the appointment of Gaidar E.T. to the post of Minister of Economy, Troshin A.N. voluntarily left his post, thus expressing disagreement with the direction of reforms. Within a week, he was appointed deputy secretary of the Security Council of the Russian Federation.
Since 1997, Aleksandr Nikolaevich is the head of the department of "Economics of Investments" in the MAI.
Since 1991, Aleksandr Nikolaevich is a full member of the Russian Academy of Natural Sciences.
In 1968, Aleksandr Nikolaevich was awarded the academic title of Associate Professor.
In 1976, Aleksandr Nikolaevich defended his thesis in candidacy for a degree of doctor of economics. In 1978, he was awarded the title of professor.
By the Decree of the President of the Russian Federation of June 24, 1996 Aleksandr Nikolaevich was given the qualification rank of the State Councilor of the Russian Federation, 1st class.
In 1987, by the Decree of the Supreme Soviet of the RSFSR, Aleksandr Nikolaevich was awarded the honorary title "Honored Economist of the Russian Federation".
