After graduation from the seven-year school in 1955, Jurij Aleksandrovich entered Ivanovo Municipal Building College. In 1959 he graduated with honors from college and was sent to study in the Institute of Architecture and Civil Engineering of Volgograd State Technical University (IACE of VSTU). After his graduation in 1964 Jurij Aleksandrovich served in the ranks of the Soviet Army.
During his student years Jurij Aleksandrovich worked as a bricklayer and a master of construction management number 7 of trust "Volgogradstroj". Over five years he had been working in Volgograd regional committee of All-Union Leninist Young Communist League (Komsomol) as head of the department of college kids. Jurij Aleksandrovich was a delegate of the first All-Union convention of student construction brigade in Moscow (December of 1966) as well as the second All-Union convention in Almaty (May of 1979). For special services in the field of student construction movement awarded 11 awards by the Central Committee of the All-Union Leninist Young Communist League, including two Badges of Honour. His work Work in the Komsomol combined with teaching as an assistant and a senior teacher of the chair of Performance of Construction Materials in the Institute of Architecture and Civil Engineering of Volgograd State Technical University (IACE of VSTU).
In 1973, Jurij Aleksandrovich headed one of the largest educational institutions of the region – Volgograd Hydromeliorative College (now Volgograd Technical College). He has created a unique educational and material base of the college for a quarter of a century of his activity.
In December 1988, Jurij Aleksandrovich was elected a delegate from the Volgograd region to the All-Union Congress of Public Education Workers. As a member of drafting committee participated in the development of the resolution and other documents of the congress. In 1989, Jurij Aleksandrovich represented the pedagogical community of the region at the All-Union meeting of teachers-innovators of the secondary special school in Moscow, where he was elected, and later approved by the order of the State Education of the USSR as a chairman of the All-Union Council of Teachers-innovators of the Secondary Special School.
Jurij Aleksandrovich was a deputy of the district, city, and regional Congress of People's Deputies of many convocations, currently he is Chairman of the Board of Directors of Secondary Vocational Educational Institutions of the Volgograd Region, member of the Scientific and Methodological Council of Scientific and Methodological Center of Secondary Professional Education of Ministry of General and Vocational Education, member of the editorial board of the journal “Secondary vocational education”, member of the Presidium of the Union of Directors of the Secondary Special Educational Institutions of Russia, member of the Federal Council for Secondary Vocational Education, delegate of the 7th All-Slavic Congress in Prague (June of 1998).
In 1997, he accepted a mission of a group of European experts on the formation of an international Organisation for Economic Co-operation and Development (OECD).
