A liberal populist (narodnik) in the 1890s, authority on statistics. One of the founders and leaders of the Popular Socialist Party (narodnye sotsialisty, NS). After the February Revolution 1917, member of the Executive Committee of the Petrograd Soviet.
Minister of Food Supply in the Provisional Government, MayAug. 1917. After the October Revolution, and during the Civil War, took an anti-Bolshevik stance. Member of the Soiuz Vozrozhdeniia Rossii (Union of the Renaissance of Russia), and its representative in the Dobrovolcheskaia armiia (Whites).
Expelled from the Soviet Union in 1922. Lived in Riga, Prague and Berlin. Asked several times (unsuccessfully) for permission to return to the USSR. In old age, worked for the Soviet Trade Delegation in the Baltic countries.
