Aleksey Mikhailovich graduated from the Podolsk Industrial Technical College in 1933. Then, in 1937 he finished three courses of the Industrial Academy and in 1952 - the Higher Party School (under the Central Committee of the all-Union Communist party (Bolsheviks))
Since 1933 Aleksey Mikhailovich held the positions of the shift manager, senior foreman, head of the boiler house, head of the shop floor, chief power engineer of the military plant in the city of Perm.

Since 1952 he was inspector, head of the sub-department of the Central Committee of the Communist Party of the Soviet Union. Since 1952 Aleksey Mikhailovich was employed as the 1st Secretary of the Tambov Regional Committee of the Communist Party of the Soviet Union. Since 1955 Alexey Shkolnikov was the 1st Secretary of the Voronezh Regional Committee of the Communist Party of the Soviet Union.
Since 1960 Aleksey Mikhailovich was employed as the 1st Secretary of the Stalingrad (now Volgograd) regional Committee of the Communist Party of the Soviet Union. Since 1965 he was the 1st Deputy Chairman of the Council of Ministers of the RSFSR. In 1974-1987 Aleksey Mikhailovich occupied the postion of the Chairman of the People's Control Committee of the USSR. He was the deputy of the Supreme Soviet of the USSR during 1954-1976 (in 1958-1962 - from the Voronezh region).
Aleksey Mikhailovich was one of the major political figures at his time and his career was connected with his political views, though in October 1964 during the plenum of the Central Committee of the CPSU, he sharply opposed the policy of N. S. Khrushchev in the field of agriculture, and the division of party bodies into "industrial" and "rural".
