Alexei educated at the Moscow State Institute of International Relations of the USSR Ministry of Foreign Affairs (1973). Speaks English and Chinese.
Since 1975 he held various positions in the system of the Ministry of Foreign Affairs of the USSR, the Ministry of Foreign Affairs central staff and abroad. Over a period of 1993-1997, he was the Counselor-Ambassador of the Russian Embassy in Thailand.
Since June 1998 he was the Deputy Director of the CIS First Department, since Dec. 1999 the Director of the Fourth Department of the CIS.
Since Aug. 2002 he has been the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Slovak Republic. From the 9th of April 2004, he has been the Permanent Representative of the Russian Federation to the Organization for Security and Cooperation in Europe (OSCE) in Vienna, the Austrian Republic.
On the 27th of March 2008 appointed Deputy Minister of Foreign Affairs of the Russian Federation.
He has the diplomatic rank of the Extraordinary and Plenipotentiary Envoy of the 1st class.
