Alexander Starovoitov is a Soviet and Russian statesman of state security, a scientist in the field of communications and information, director of the Federal Agency for Government Communications and Information under the President of the Russian Federation (1991-1998), Army General (February 23, 1998).
Background
Alexander Starovoitov was born on October 18, 1940 Balashov, Saratov, Russian Federation. He was born in the family of a serviceman. His father graduated from the service in the rank of lieutenant-colonel, as deputy commander of the aviation regiment. Soon the Starovoitov family moved to the town of Kamenka in the Penza region.
Education
In 1962 Alexander graduated from the Penza Polytechnic Institute.
In 1997 he graduated from the Higher Courses of the Military Academy of the General Staff of the Armed Forces of the Russian Federation.
Career
Alexander was distributed in Kaluga to the «Kalugapribor» plant, which manufactured equipment for government communications systems. He worked as an engineer, senior engineer-tuner, deputy head of the shop. In 1965 he returned to Penza for the enterprise "mailbox 30/10" of the Ministry of Radio Industry of the USSR, as a senior engineer. Then, in 1966, on the basis of this enterprise, the Penza Scientific and Research Electrotechnical Institute of the Ministry of the Communications Industry of the USSR was created, in which Starovoitov worked for the next 20 years. At first he held positions of senior engineer, leading engineer, laboratory chief, sector chief. Since 1976 he was the head of the research department, deputy director of the institute for scientific work.
Since December 1982 Alexander worked as First Deputy Director General of the Penza Kristall Production Association for Science - Director of the Penza Scientific Research Electrotechnical Institute. Since February 1983 - General Director of the Penzensky Production Association "Kristall" of the Ministry of Communications Industry of the USSR.
In May 1986, A. Starovoitov was called up for military service and appointed deputy head of the Department of Government Communications for technical equipment of the State Security Committee. In the same year he was promoted to the rank of Major-General (before that he was a lieutenant-colonel of the operating reserve of the KGB of the USSR).
However, on December 7, 1998 A. Starovoitov was removed from his post "in connection with the transition to another job". In the following year, 1999, he was dismissed from military service in reserve.
After retiring from military service Starovoitov returned to research and inventive work in the field of closed communications and information systems. Since 2000 he was the president of TekhinformKonsalting LLC.
Since 2006 - Director of the Federal State Scientific Institution "Center for Information Technologies and Systems of Executive Authorities" (FGNU CITiS) and Director General of the International Center for Informatics and Electronics.
Since 2012 - President of the Federal State Autonomous Scientific Institution "Center for Information Technologies and Systems of Executive Authorities" and Director General of the International Center for Informatics and Electronics "InterEVM".
Since 1998, President of the Academy of Cryptography of the Russian Federation. Academician and Vice President of the Academy of Engineering Sciences of the Russian Federation, Academician of the Russian Academy of Natural Sciences and the Russian Academy of Electrotechnical Sciences.
