He graduated from the Moscow Higher Command School of Road and Engineer Forces (1977), the Military Academy of Logistics and Transport (1993), the Russian Academy of Public Administration under the President of the Russian Federation (1999). In 2004 he defended his thesis on Development of public investment management.
Since 1974 he served in the ranks of the USSR / RF Armed Forces, since 1977 he was the commander of the emergency technical platoon. Then he served on command and staff posts, worked as the chief of staff – deputy regiment commander.
Since 1992 he occupied the post of commander of the 198th separate mechanized regiment of civil defense of the Leningrad Military District.
In 1995, he joined the Ministry of the Russian Federation for Affairs for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters. He worked as the head of the rear and material resources department, the deputy head of the Center for Logistics, the chief of the rear of the Central Regional Center of the Ministry of Emergency Situations of the Russian Federation.
Since 1999 he worked as the deputy head of the Department of Troops and Rescue Formations for Logistics and Armament of the Ministry of Emergency Situations of the Russian Federation.
Since 2003 he occupied the post of the head of the Department of Material and Technical Support and Armaments.
Since 2004 he worked in the Department of Logistics and Armaments of the Ministry of Emergency Situations of the Russian Federation.
On March 24, 2008 he was appointed Deputy Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.
