In 1977 he graduated from the Goryachkin Moscow Institute of Agricultural Engineering on the specialty “Engineer-mechanic”, in 1986 – All-Union Academy of Foreign Trade on the specialty “Economist specializing in international economic relations”.
Since 1977, he was a senior engineer of the “Narsky” complex of the state farm “Naro-Osanovsky”, Moscow region. Since 1979, he was the acting Chief Engineer, charged with duties of Deputy Production Director of the “Naro-Osanovsky” state farm.
Since 1980, he was the Chief Engineer of “Barybino” state farm, Moscow Oblast, since 1981, he was the Chief Engineer of the Dzerzhinsky collective farm and the “Prigorodny” farm, Moscow Oblast. Since 1986, he was the Deputy General Director for mechanization and transport, since 1993, he was the Head of the department for foreign economic and trade cooperation and best practice introduction, Deputy General Director of “Agroindustrial combine “Moscow”.
Since 1994, he was the Head of Industrial Administration, since 1995, he was the Vice President, since 1997, he was General Director of the JSC "Agroplemsojuz". Since 2000, he became the 1st Deputy Minister of Agriculture of the Russian Federation. On 12 March 2004, he was appointed Head of the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor).
