Alexey Arsen'evich graduated from the Faculty of Philology of the Voronezh State University in 1969 .
Upon demobilization, Alexey Arsen'evich worked as a foreman on the construction of a shipyard in the village of Navaptino, Gorky Region (1950-1952). From 1952 to 1956 he was a draftsman, technician of the Voronezh Oblproekt. Engineer of the design and budget bureau of the Regional Committee of the Farm (1956-1985).
His work began to be published in 1941.His works were printed in the magazines "Crocodile" and "Rise" also in newspapers of Voronezh, Odessa, Gorky. He was a regular participant of the Days of Poetry of the Voronezh State University.
Alexey Arsen'evich is the author of about 30 books published in Voronezh, including the historical-ethnographic essay "The Lower Veduga" (2001, 2002, 2005), the autobiographical "Notes of the radio intelligence officer" (2002, 2005), a collection of literary parodies "Long live a smile!" (2004) . In the genre of verse philological exercises written books: "I play with the word" (1998,1999,2004), "The Tale of the Country of Ruyazia and its Laws" (2003), "Searches and Finds" (2005), "From Mosquito to Whale" (2007 ). Popov-Feklushin worked in the original genre of "alphanumeric" prose.
