Alexey Sergeevich graduated from the Moscow Energy Institute (now Moscow Power Engineering Institute) with a degree in Electrical Engineering in 1937.
From 1915, Alexey Sergeevich worked in agriculture and serving in various institutions of the Kursk province and the Voronezh province (now Kursk oblast and Voronezh oblast). After the October Revolution of 1917, he worked in the Donbass as a hauler, wagoner, cutter, and was elected secretary of the Komsomol organization of the mine. Alexey Sergeevich took the position of the secretary of the Popasnyansky district committee of the Komsomol, then the secretary of the Artyomovsky district committee of the Komsomol, and also the deputy chairman of the Artyomovsky district executive committee.
Since 1937, Alexey Sergeevich was a responsible employee of the Central Committee of the All-Union Communist Party (Bolsheviks). Since 1947, he became a member and deputy chairman of the Fuel and Power Plants at the Council of Ministers of the USSR.
