Vladimir Iosifovich Tishchenko was born on June 18, 1905, in Voronezh, Russian Federation.
In 1917, Vladimir Iosifovich finished four grades of primary school. Then, he entered the Institute of Marxism-Leninism in Voronezh and graduated in 1938. In 1950, Vladimir Iosifovich took refresher courses under the Central Committee of the All-Union Communist Party (Bolsheviks).
From 1921 to 1923 Vladimir Iosifovich was a bookbinder in the printing office of the headquarters of the 8th Red Army in Voronezh. Then, in 1923 he worked as a laborer, laboratory assistant of the state farm of the State Antiplague Institute in the Paninsky District.
In 1928, Vladimir Iosifovich was the vice-chairman of the Paninsk Consumer Society Union. In 1931, he applied for the position of director of the Voronezh Biological Factory, then director of the Voronezh Veterinary Institute.
Since 1938, Vladimir Iosifovich started to work as the first Secretary of the Central district Committee of the All-Union Communist Party (Bolsheviks) of Voronezh. And soon, in 1939, he was a secretary, the head of the Propaganda Department, and the second Secretary of the Regional Committee of the All-Union Communist Party (Bolsheviks) in Voronezh. In 1941 he hold the post of the first Secretary of the Regional Committee and the City Committee of the All-Union Communist Party (Bolsheviks) of Voronezh.
During the Great Patriotic War Vladimir Iosifovich was a member of the Military Council of the South-Western Front, then the Voronezh Front, he also served as Chairman of the City Defense Committee of Voronezh.
During the four years (1946-1950) Vladimir Iosifovich was the Deputy of the Supreme Soviet of the USSR from the Voronezh region. Since 1950, he was the first Secretary of the Kursk Regional Committee of the All-Union Communist Party (Bolsheviks). Then, in 1952, Vladimir Iosifovich worked as an inspector of the Central Committee of the All-Union Communist Party ( Bolsheviks). Since 1954, he had been the Adviser of the Party of Labour of Albania. In 1956, Vladimir Iosifovich was the Head of the Department of the CPSU's Central Committee of the RSFSR. From 1961 to 1963 Vladimir held the post of the Deputy Minister of Trade of the RSFSR.
Vladimir Iosifovich had been a Communist party member since 1928.
