Millett was born on October 22, 1937 in New York City, New York, United States; the son of John David Millett and Catherine (Letsinger) Millett.
Millett received a Bachelor of Arts degree from DePauw University in 1959. Four years later he earned his Master of Arts degree and a Doctor of Philosophy degree in 1966 from Ohio State University.
Millett began his career as an assistant professor of history at the University of Missouri in 1966. Also he worked as an associate professor, professor of history and professor of Mershon Center at Ohio State University from 1969 to 2006. Also in 1980, Allan was an associate director of Mershon Center.
Nowadays he is the Stephen E. Ambrose Professor at the University of New Orleans and the director of the university's Eisenhower Center for American Studies. In addition, Millett served as a colonel in the United States Marine Corps Reserve. He has been a Fulbright Distinguished Visiting Professor in Korea and a senior fellow of the Korea Foundation.

On April 15, 1960 Allan Millett married Sarah J. Tyler, with whom he divorced in 1976. They have two children - Michael and Douglas Millett. On May 24, 1980 he married Martha E. Farley. They have a child - Eve Noelle Farley.
