Anatoly Tikhonovich Rakityansky was born on June 5, 1941 in Pirogovo village, Melovatsky District, Voronezh region, Russian Federation.
Anatoly Tikhonovich studied at the Faculty of Philology of the Latvian State University (1967-1971), graduated from the Moscow Institute of Advanced Studies of Information Workers (1975).
Anatoly Tikhonovich worked in the editorial offices of various newspapers, was in charge of departmental printing, participated in many publishing projects. He is an author of publications on the problems of book publishing and the book amateur movement. Anatoly Tikhonovich is a compiler, editor, publisher of the almanac "Riga Bibliophile" (Riga, 2003). Conducts a variety of cultural and educational activities. Also he is an activist of the Pushkin Society of Latvia. He participated in the work of the Voronezh Congress of the Organization of Russian Bibliophiles (2000).
