Ann Marriner Tomey was born on January 25, 1943 in Holdrege, Phelps County, Nebraska, United States. She is the daughter of Wilbur Dodge Clawson, a baker, and Arlene Mae (Hanni) Clawson, a homemaker.

In 1964 Ann Marriner Tomey graduated from the Mary Lanning Memorial Hospital School of Nursing. In 1967 she received a Bachelor of Science in Nursing from the University of Colorado, a Master of Science in Nursing degree in 1970, and a Doctor of Philosophy degree in 1975.
From 1970 to 1971 Ann Marriner Tomey worked as an instructor at the University of Texas in San Antonio. She was an assistant professor at the New York State University in Plattsburgh from 1971 to 1972. Tomey was a lecturer at the Humboldt State University, Arcata, California, from 1973 to 1974. From 1975 to 1980 she an associate professor of nursing at the University of Colorado in Denver. From 1980 to 1992 Marriner Tomey was a professor of nursing at the Indiana University, Indianapolis.
In 1985 Ann was a visiting professor at the University of Evansville in Indiana, and at the Georgia College, Milledgeville, in 1988. She served as a consultant at the Marion County Health Department in Indianapolis from 1988 to 1989, at the St. Vincent Hospital, Indianapolis, from 1989 to 1992, at the Indiana State Board Health, Indianapolis, in 1989. Marriner Tomey served as a professor of nursing at the Indiana State University, Terre Haute, from 1991 to 1997.
Ann Marriner Tomey has over 300 publications including over 38 books about the nursing process, leadership and management, and nursing theory. They have been translated into Dutch, Finnish, German, Italian, Japanese, Spanish. She has given hundreds of presentations at the international, national, regional and local levels. She was the 2003 Indiana State University nominee for the Brian Douglas Hiltunen Faculty Award for outstanding contribution to the scholarship of engagement and was the 2003-2004 Indiana State University Research Fellow for the Office of Sponsored Programs.

1998Ann Marriner Tomey is a member of the American Academy of Nursing, of the Midwest Alliance in Nursing, of the Midwest Nursing Research Society, of the Indiana State Nurses' Association, of the Sigma Theta Tau, of the New York Academy of Science, of the Sigma Xi.
On February 7, 1964 Anna Clawson married Gerald Marriner. In 1985 a marriage ended. On February 14, 1987 she married Keith Tomey. She has three children: a daughter, Natasha Marriner Bonomo, and David Marriner from her first marriage, and a son, Mike Tomey, from her second marriage.
