Career
Arata Sugihara served successively as director of Treaty Bureau and Research Bureau of the Foreign Office. Then he became lawyer. He was elected to the House of Councilors. He was vice-chairman of Political Affairs Investigation Board of the Democratic Party. He was appointed director of National Defense Agency in the second Hatoyama Cabinet (1955).
