Adams was born on January 31, 1943 in Cape Girardeau, Missouri, United States; the son of Arvil V. Adams and Evelyn G. (Liles) Adams.
Adams received a Bachelor of Arts degree from Memphis State University (nowadays the University of Memphis) in 1965. A year later he earned his Master of Business Administration degree from the same university. In 1968, Arvil was given a Master of Arts degree and a Doctor of Philosophy degree in 1970 from the University of Kentucky.
Adams began his career as an assistant professor at the University of Kentucky in 1970. Two years later he took a position of an assistant professor at Ohio State University and held it until 1973. Also in 1972, Arvil became a research associate at the same university. Then in 1974, he was appointed a professor and associate director at Human Resources Institute of the University of Utah.
Adams served as an executive director of National Commision on Employment and Unemployment Statistical from 1977 to 1979. In 1979, he became a professor and director of Graduate Institute of George Washington University. In 1989 Arvil was appointed a senior advisory at the World Bank.
